Paul Wheatley
The founder and principal of The Wheatley Group is Paul Wheatley, a seasoned leader in the economic development profession. With more than 20 years’ experience in municipal government, public finance, and project management roles, Paul provides the leadership and knowledge required to execute strategic initiatives that promote economic growth.

Nick Lawrence
Nick joined The Wheatley Group in 2016, bringing with him a distinguished career that includes leadership roles in municipal redevelopment and regional economic development. His extensive expertise includes project management, strategy formulation, and the procurement of tax credits and incentives.

Jill Saegesser
Jill Saegesser joined The Wheatley Group in 2019 following over two decades of economic development experience serving regional economic development entities across southern Indiana. Jill’s expertise ranges from project management to grant administration where she has successfully applied for, received and administered grants exceeding $140 million in federal and state funding.

Jacob Arbital
Jacob joined The Wheatley Group in 2022 after serving within the Town of Clarksville’s Planning and Zoning Department, including leading the department for over 4 years. Jacob assists clients while focusing on local tax assessment, community and real estate development, long range planning, land entitlements, as well as GIS (Geographic Information System) management.

Evan Shive
Evan Shive joined the team in 2020 following completion of his MBA and Bachelor’s Degree from Bellarmine University. Evan oversees the development and delivery of economic impact assessments for The Wheatley Group in addition to short and long term financial modeling for private debt and public financing situations.

Director - Client Engagement + Project Development
Ian Ward
Ian joined The Wheatley Group in 2025 after serving in local and state government for several years and was most recently at the Indiana Economic Development Corporation. Ian assists in redevelopment and incentive strategy as well as assists clients frame creative solutions for development initiatives while also leading delivery of project deliverables and company communications.

Amy Wheatley
Amy Wheatley joined The Wheatley Group full time since early 2019, but has been with the company in various capacities since its inception. As Director of Operations, Amy oversees billing, accounts payable, accounts receivable and manages daily office operations.

Project Associate
Nate Smith
Nate joined The Wheatley Group team in 2024 serving as a project intern. Upon completion of his undergraduate studies, he was promoted to Project Associate in 2025. Nate is a recent graduate of the School of Business at Indiana University Southeast, where he was recognized as an outstanding student in business economics and public policy
